Biography

Colleen Keenan is the Vice President and Treasurer at the Export-Import Bank of the United States (EXIM), where she leads the Bank’s financial operations, including cash management, budget formulation and execution, risk oversight, and strategic portfolio management. With more than 14 years at EXIM, she is responsible for safeguarding the integrity of the agency’s multi-billion-dollar portfolio of loans, guarantees, and insurance.

Colleen provides results-driven insights to senior leadership and external stakeholders, advancing sound policy execution, strategic planning, and fiscal governance. She leads the development and implementation of EXIM’s annual administrative and program budgets, ensuring alignment with agency and administration priorities and full compliance with federal requirements.

Her leadership has contributed to consistent clean audit opinions, strengthened internal controls, and enhanced compliance with GAAP, FCRA, A-129, A-11, and executive mandates.

Previously, Colleen served as Director of Portfolio Servicing and Accounting, where she led high-performing teams and modernized disbursement, servicing, and reporting functions. She has held multiple supervisory roles across EXIM, driving improvements in operational efficiency and financial transparency. She began her career in both public and private sector accounting, supporting complex federal programs and joint ventures at AECOM and other firms.
