How the ExportAI Initiative Works
The ExportAI Initiative modernizes EXIM's financing approach for qualifying AI exports by streamlining requirements and expanding financing flexibility.

Key features include:

  • Modernized financing tools (e.g. guarantees and direct loans) that support strategic AI exports across industries of the future.
  • Streamlined exporter requirements by replacing detailed content certification processes with simplified exporter statements, helping reduce administrative burden and accelerate transactions.
  • Expanded financing eligibility for qualifying AI exports through Commerce-designated AI technologies. The +$80M+ delta is roughly one-third more EXIM support, driven by including Modified Eligible Foreign Content.​
  • Access to the full EXIM financing toolkit, including insurance and loan guarantees for medium-term transactions, and direct loans and loan guarantees for long-term financing.

  • AI-optimized hardware, including chips, servers, storage, networking equipment, cooling systems, and data center technologies

For qualifying transactions, the ExportAI Initiative provides greater financing flexibility than traditional export financing by:

  • Supporting qualifying AI exports with more flexible U.S. content requirements when designated by the U.S. Department of Commerce.
  • Expanding the financing base to include certain eligible foreign content associated with qualifying AI projects.
  • Accelerating processing for approved AI technologies while maintaining EXIM's rigorous underwriting standards and reasonable assurance of repayment requirements.
