THE WORLD'S LARGEST REFINING COMPLEX is being built in India using a $500 million loan guarantee from Ex-Im Bank. The Ex-Im Bank guarantee is helping owner Reliance Petroleum Ltd.(RPL) acquire U.S. equipment, technology and services to build the new $6 billion facility, which is being constructed adjacent to RPL's existing refinery and petrochemical complex in Jamnagar, India.
