William Marsteller is chief economist and vice president of Ex-Im Bank's Country Risk and Economic Analysis Division (CREA). In that capacity Marsteller plays an integral role in Ex-Im Bank's overall assessment of credit and risk management, and also provides support to other federal agencies in assessing country risk. CREA is a division of Ex-Im Bank's Credit and Risk Management Group.

Since joining Ex-Im Bank 1996, Marsteller has been involved with the Inter-Agency Country Risk Assessment System (ICRAS), which determines country risk ratings utilized for all U.S. government international loans, guarantees and insurance. He also is the Bank's representative to the Organization for Economic Cooperation and Development (OECD) Country Risk Experts' Group, which sets country risk classifications for OECD member export credit agencies.

Marsteller's work in CREA has focused on the countries of the former Soviet Union and Eastern Europe, country risk methodology, and economic analysis of issues that affect Ex-Im Bank business.

Marsteller holds a bachelor of arts degree from American University in economics and German/Western European studies, and a master's degree in economics from George Mason University..
