Howard Schweitzer is general counsel of the Export-Import Bank of the United States, the U.S. government's official export credit agency.  In this capacity, Schweitzer serves as the Bank’s chief legal officer and is a member of the Bank’s senior management committee.

Schweitzer manages the Bank’s 25 attorneys and oversees diverse transaction and litigation portfolios. He also represents Ex-Im Bank in negotiations with key external stakeholders.

Schweitzer joined Ex-Im Bank in 1996 and previously served as deputy general counsel, assistant general counsel, and as counsel.  In 2003, Schweitzer won the Export-Import Bank Chairman’s Award, which the Bank awards annually to one person for outstanding service to the Bank and the exporting community.  In addition, as Chief Ethics Officer, Schweitzer helped the Bank to win the 2005 Outstanding Ethics Program Award from U.S. Office of Government Ethics.

Prior to joining Ex-Im Bank in 1996, Schweitzer represented clients in the media and consumer products industries.

Schweitzer received a B.A. in History with Distinction from the University of Michigan in Ann Arbor, Michigan in 1991, and a J.D. from the George Washington University National Law Center in Washington, D.C. in 1995.

Ex-Im Bank is an independent U.S. government agency that assists in financing the export of U.S. goods and services to markets around the world, through export credit insurance, loan guarantees, and direct loans. In fiscal year 2006 Ex-Im Bank authorized over $12.1 billion in transactions supporting an estimated $16.1 billion in U.S. exports worldwide.
