Fernanda Young is Ex-Im Bank's chief information officer. She is responsible for all financial, insurance, loan, and working capital systems as well as the Bank's information technology (IT) infrastructure and records management. Young came to Ex-Im Bank from the Federal Energy Regulatory Commission, where she managed all automated systems, the IT infrastructure, and records management functions.

Before that she served as assistant commissioner of the Office of Information Resources Management at the Immigration and Naturalization Service (INS). Young managed all aspects of System Development Life Cycle for mission critical applications for immigration benefits, airport and border inspection, border enforcement, and management systems supporting over 28,000 employees.

In the early 1990s,Young served as chief of information systems and technology at the National Aeronautics and Space Administration (NASA) headquarters. She managed NASA administrative, financial, and program support systems. Before that, working as a consultant for NASA at two different firms,Young managed NASA computing facilities and NASA Goddard Space Flight Center supercomputing facilities and weather forecast models. Before moving to the United States,Young was a systems engineer at the European Center for Nuclear Research (CERN) in Geneva, Switzerland.

Young holds a "Doctorat D'etude Approfondie" in Operations Research, a master of science in Computer Sciences, and a BS in Mathematics and Physics from the University of Grenoble in France.
